Mr. MUTANGANA is the former Prosecutor General (Director of Public Prosecutions) of the Republic of Rwanda appointed in 2016, until 2019.
He served as a Prosecutor for 20 years in different capacities, from Intermediate Levels, Senior Levels as National Prosecutor, Head Genocide Fugitives Tracking Unit and Head/International Crimes Unit as well as Spokesman for the Rwandan Prosecution Authority between 2004-2016. He also served as President of the East African Association of Prosecutors and Vice President of the African Prosecutors Association for Central African Region respectively. By virtue of his previous position as Prosecutor General, Mr. MUTANGANA was also the Vice President of the Superior Council of the Rwandan Prosecution as well as the former Vice President of the Superior Council of Rwanda Investigation Bureau-deputizing the Hon. Minister of Justice in the two respective superior Councils. He was also being a member of the International Association of Prosecutors (IAP) and the East African Association of Prosecutors (EAAP). Mr. MUTANGANA has discussed on matters related to domestic prosecutions of international and trans-national crimes at national, regional and international conferences.
From the academic perspective, Mr. MUTANGANA is a graduate of the University of Groningen (the Netherlands), and holds a Master of Laws Degree (LL.M) in Criminal Law and Criminology, and also a Bachelor of Laws Degree (LL. B,) from the University of Rwanda, as well as a Post Graduate Diploma in Legal Practice(DLP) from Institute of Legal Practice and Development-Nyanza, Rwanda. He also gives lectures at the Institute of Legal Practice and Development (ILPD-Nyanza) where he teaches International and national criminal law modules to legal professionals pursuing their Post Graduate Diploma in Legal Practice at the ILPD. In the past while he was a Prosecutor General of Rwanda; he also gave “Lectures of Opportunity” at the Rwanda Defense Force Senior Command and Staff College as well as the Rwanda National Police Academy.
